New IPIECA publications

I am pleased to highlight some recently released publications from IPIECA, the global oil and gas industry association for environmental and social issues:

  1. The Climate Change Glossary of Terms 5th edition
    http://www.ipieca.org/publication/climate-change-glossary-terms-5th-edition
This updates our popular glossary with terms recently introduced to the climate discussion, particularly during negotiations under the UNFCCC. This is useful for those new to the field, as well as more experienced professionals.

  2. Saving Energy in the Oil and Gas Industry
    http://www.ipieca.org/publication/saving-energy-oil-and-gas-industry-2013
This document outlines the importance of saving energy to the industry, and many of the steps being taken to achieve this. It is targeted towards our broad range of stakeholders and is useful for those wanting to know more about our efforts.

  1. Guidelines for implementing ISO 50001 Energy Management Systems in the Oil and Gas Industry
    http://www.ipieca.org/publication/guidelines-implementing-iso-50001-energy-management-systems-oil-and-gas-industry
This document provides sector-specific guidance which overlays onto the ISO 50001 guidelines, and is useful for anyone working in energy management within the sector.

"The Policy Climate" report: three decades of climate-related policy

Climate Policy Initiative is pleased to present our latest report, The Policy Climate, which offers an overview of policy issues relevant to climate change across the world over the last 30 years. We find that the implementation of policy relevant to climate change, and its impact, accelerated markedly over the last decade, despite the slow pace of international climate negotiations.

In this project, we focus on:
  • Brazil, China, India, Europe, and the United States—these regions not only represent the majority of global greenhouse gas emissions but vary widely in terms of economic development, natural resource endowment, political system, and climate policy, and can offer different lessons to policymakers;
  • The economic sectors that represent the greatest potential for greenhouse gas mitigation within each of these regions; and
  • Policy issues within these regions and key sectors that most affect climate change.

We invite you to download the report and visit our interactive website.

We also invite you to join us for a webinar on May 14, 2013 at 8 am PDT / 11 am EDT / 4 pm BST. Senior Director David Nelson will present. Register for the webinar here.

New publication by Climate Focus: The Handbook for Programme of Activities, 2nd Edition

Climate Focus is pleased to announce the publication of the second edition of The Handbook for Programme of Activities. Since the successful release of the first edition of the Handbook in 2011, over one hundred new PoAs have been registered under the CDM and other carbon standards. As the PoA market evolves, so do the guidelines and standards applicable to their development. This comprehensive publication provides the most up-to-date CDM guidelines to PoA development, and features new chapters on developing voluntary PoAs under The Gold Standard as well as implementing PoAs in Africa.

The electronic version is now available on: http://www.climatefocus.com/documents/handbook_for_programme_of_activities_2nd_edition

Hard copies of this Handbook will be made available during Carbon Expo.

This second edition of the Handbook for PoAs has been made possible through kind contributions by the German Ministry for the Environment, Vattenfall, and The Gold Standard.

Earthmasters: The Dawn of the Age of Climate Engineering

This is to announce the publication of a new book on geoengineering.

Earthmasters: The Dawn of the Age of Climate Engineering, by Clive Hamilton, published in the United States by Yale University Press on 22 April 2013.

From the back cover

This book goes to the heart of the unfolding reality of the twenty-first-century:  international efforts to reduce greenhouse gas emissions have failed and before the end of the century Earth is now projected to be warmer than it has been for 15 million years. The question, "can the crisis be avoided?" has been superseded by a more chilling one, "what can be done to prevent the devastation of the living world?" And the disturbing answer, now under wide discussion both within and outside the scientific community, is to seize control of the climate of the Earth itself.

Clive Hamilton begins by exploring the range of technologies now being developed in the field of geoengineering--the intentional, enduring, large-scale manipulation of Earth's climate system. He lays out the arguments for and against climate engineering, and reveals the extent of vested interests linking researchers, venture capitalist and corporations. He examines what it means for human beings to be making plans to control the planet's atmosphere, probes the uneasiness we feel with the notion of exercising technological mastery over nature, and challenges the ways we think about ourselves and our place in the natural world.

"a smart, timely book" Times Higher Education

"Sober and lucid, Earthmasters makes a strong case to think again before playing God with our planet, even if the alternative seems to be letting it go to hell." New York Times

"A dazzling, multilayered exploration of the strange and terrifying world of geoengineering." Naomi Klein

Clive Hamilton is Professor of Public Ethics, Centre for Applied Philosophy and Public Ethics, Charles Sturt University, Canberra.

Brookings Paper: Clean Alternatives for Kerosene Lighting and Climate Action

The Brookings Institution has recently released a new policy paper outlining the case for replacing single-wick kerosene lamps with cleaner substitutes, as an opportunity for rapid action on climate change and clean energy for development.

In this paper, Arne Jacobson, Nick Lam, Tami Bond and I argue that replacing inefficient kerosene lighting with electric lighting or other clean alternatives can rapidly achieve development and energy access goals, save money and reduce climate warming.

New information on kerosene lamp emissions reveals that their climate impacts are substantial. Eliminating current annual black carbon emissions would provide a climate benefit equivalent to 5 gigatons of carbon dioxide reductions over the next 20 years. In addition, lowering dependence on kerosene can significantly reduce household expenditures and costly fossil fuel subsidies.

The full paper can be found here: http://www.brookings.edu/research/papers/2013/04/climate-change-clean-energy-development-hultman

If you have any questions about the paper, please feel free to contact Claire Langley at clangley@brookings.edu or 202-741-6506.

Sincerely,

Nate Hultman
